Job Title: Teaching and Learning Consultant, Secondary Multilingual Learner

Location: Teacher Administrative Center, 3215 Cuming Street Omaha, NE 68131

Reports To: Coordinator ESL / Migrant Education

Work Schedule/FLSA Status: 261 day, 12-month / Full-Time, Exempt

Salary Schedule: Omaha School Administrators Association (OSAA), Level 6 / commensurate with education and experience

Position Purpose: The Multilingual Learner Teaching and Learning Consultant for Secondary provides administrative leadership to secondary English Learner (EL) programs with focus on professional development and coaching of middle and high school ESL teachers and high school English Learner department chairs in support of district and school goals aligned with continuous improvement plans to promote English Learner success and build teacher capacity to meet the needs of English Learners. This position would plan and facilitate district professional development for teachers in the area of English Learners and provide strategic leadership and coordination of ongoing professional development at the district level and school level through Professional Learning Communities and other school-based professional development.

Essential Performance Responsibilities
  • Provides strategic leadership for professional learning at the district and school level to meet the needs of English learners.
  • Supports systematic implementation of EL strategies in all classrooms to promote multilingual learner success in alignment with district and school goals.
  • Collaborates with EL Coordinator to supervise and implement EL services at the secondary level and analyze EL student data to monitor program effectiveness.
  • Coordinates with other secondary TLCs to evaluate and assess curriculum needs to support EL success.
  • Supervises implementation of EL strategies, scaffolds and supports in middle and high school curriculum, instruction and programming.
  • Works to improve instructional program for ELs by identifying, acquiring and updating curricula, instructional materials, educational software, and assessment procedures.
  • Provides instructional coaching related to EL and multilingual learner strategies
  • Provides expertise in the use of assessments and feedback for English learner growth and success
  • Participates in network teams support for schools. This includes collaboration and partnership with school staff and all central office administration staff.
  • Collaborates to ensure best practices for English learners are implemented in all secondary classrooms.
  • Collaborates with supervisors of Special Education and Gifted and Talented Education to improve instruction of ELs with disabilities and/or high ability learners.
  • Assist ELs in accessing dual credit courses and higher academics, including the Seal of Biliteracy.
  • Conducts District-wide staff observations and coaching visits.
  • Creates and delivers professional development throughout the year, including Curriculum Days and remote learning sessions for classroom teachers, ESL Teachers.
  • Provides additional support to all ESL teachers and in secondary education.
  • Administers OPS staff appraisal process with approval from Secondary Education Executive Director.
  • Support district ELPA21 Screener and ELPA21 Summative assessment implementation.
  • Models best practices in providing in-person and online professional development to teachers and leaders.
  • Continues to acquire professional knowledge and learn of current developments in the educational field of multilingual learners by attending seminars, workshops or professional meetings, or by conducting research.
  • Works with an understanding of a diverse student population and equity and leads with the belief that every child, every day will be prepared for success.
  • Shows evidence of the willingness and the ability to comply with the standards for ethical and professional performance established by district policy as well as the State Board of Education.
  • Demonstrates a commitment to the mission & vision of the OPS district.

Knowledge, Skills, and Abilities:
  • Master's Degree with appropriate course work in Elementary or Secondary Education, Administration, Supervision, Personnel, Educational Psychology, TESOL, ESL or related field required.
  • A valid Nebraska Teaching Certificate with endorsement in the area of administration and supervision, required.
  • K-12 ESL Endorsement, required.
  • A minimum of five years successful teaching experience as a classroom teacher and/or EL teacher in a secondary setting with multilingual learners.
  • Strong understanding of instructional strategies related to English learners and supports for English learners within the secondary curriculum.
  • Knowledgeable and current understanding of Nebraska Rule 15 regulations and procedures for English Learner programs and Nebraska English Language Proficiency standards.
  • Understanding of and ability to support the implementation of the District's Strategic Action Plan.
  • Strong oral and written communication skills including public presentation skills.
  • Ability to plan and deliver high quality professional development; experience designing and implementing professional development for adult learners preferred.
  • Ability to provide instructional coaching.
  • Strong interpersonal skills pertinent to fostering positive relationships and the ability to work effectively with diverse students, instructional staff, administrators, and community.
  • Excellent attendance record.
  • Strong administrative and leadership skills.
  • Strong cross-cultural competency and communication skills.
  • Experience working with families from diverse language and cultural backgrounds, including immigrants and refugees.
  • Exemplary skills in organization and time management.
  • A willingness and demonstrated abilities conducive to a continuous quest for quality education.
  • Knowledge of applicable federal and state laws regarding education and students.
  • Displays a significant degree of professionalism and confidentiality.
  • Knowledge of OPS's mission, purpose, goals and the role of every employee in achieving each of them.

Additional Duties
Performs other related tasks as assigned by central office administrators as designated by the Superintendent.

Equipment: This position may require the ability to use SMART boards and iPads in addition to basic office equipment such as computers, copiers, scanners, and fax machine. Must always comply with OPS's guidelines for equipment use.

Travel: Travel between OPS school buildings and the Central Office will be required.

Physical and Mental Demands, Work Hazards:
  • Must be able to respond rapidly in emergency situations.
  • Must have organization, time management, communication, and interpersonal skills.
  • Work in school building environments.

Interrelations:
  • Contact with personnel within the district and other stakeholders.
  • Will be working under the direct supervision of the department administration in order to complete day to day tasks.

  • Expected to interact with all internal and external stakeholders in a friendly, professional manner and provide quick, responsive service.

Employee Punctuality and Appearance
  • In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave.
  • Any deviation from assigned hours must have prior approval from the employee's supervisor or building administrator.
  • All employees are required to report to work dressed in a manner that reflects a positive image of Omaha Public Schools and is appropriate for their position.

Terms of Employment

This position is treated as a full-time exempt certified position. The terms of your employment will be governed by applicable state laws regulating employment or teaching in a Nebraska public school and Board of Education policies, as those laws and policies may change from time to time. If your position is represented by a collective bargaining representative, then your employment will also be governed by a negotiated agreement between OPS and that collective bargaining representative.

Terms of employment are contingent upon:
  • Verification of a valid Nebraska Teaching License or other required license.
  • A background check which demonstrates background is acceptable for the position sought and working with or around students.
  • Verification of U.S. Citizenship or legal authorization to work in the United States.
  • Successful completion of a tuberculosis skin test (if required by federal law for your position).
  • Execution and delivery to OPS of an Administrator Contract presented by OPS.
