JOB TITLE: Director of Bilingual, ESL, and Language Services

REPORTS TO: Chief Learning Officer

DEPARTMENT: Learning Services

WAGE/HOUR STATUS: Exempt

PAY GRADE: Admin Prof 07 (230 Days)

DATE REVISED: December 2023

This position is eligible for a Chapter 21 contract.

PRIMARY PURPOSE:

Provides vision, management and leadership for the District's Bilingual, ESL, and Language Services Department ensuring effective collaboration with all District departments and services. Interprets and administers all local, state and federal regulations, rules, policies, and administrative directions pertaining to Bilingual Education, ESL education, and the State of Texas Emergent Bilingual, ESL, and LOTE requirements.

QUALIFICATIONS:

Minimum Education:
  • Master's Degree in an education related field
  • Valid Bilingual teaching certificate (required)
  • Valid Texas mid-management administrator certification, principal certificate, or equivalent (preferred)

Special Knowledge/Skills:
  • Advanced knowledge of the design and implementation of Dual Language Programs
  • Advanced knowledge of designing, and facilitating ongoing professional learning related to the Dual Language Program across content areas
  • Knowledge of Emergent Bilingual laws, regulations, rules, policies, procedures
  • Knowledge of methods and techniques of instruction for second language acquisition
  • Knowledge of curriculum and staff development best practices related to second language acquisition
  • Organized and capable of meeting timelines and deadlines
  • Ability to communicate and relate with all levels of school staff, students, and stakeholders (internal and external)
  • Excellent oral and written communication skills
  • Excellent interpersonal skills

Minimum Experience:
  • A minimum of three (3) years experience in administrative or supervisory position desired (preferred)
  • A minimum of four (4) years experience as a bilingual classroom teacher (preferred)

MAJOR RESPONSIBILITIES AND DUTIES:
  • Assist in the improvement of Bilingual/Dual Language, LOTE, and English as a Second Language instructional programs through regular cycles of classroom observation, feedback, demonstration, and staff training, in conjunction with other departments
  • Lead in monitoring the implementation of high student performance outcomes for EBs
  • Lead in monitoring and assessing the district's EB/Bilingual programs in compliance with local, state and federal guidelines
  • Utilize multiple data sources and continuous quality improvement efforts to drive program area decisions and support related to curriculum and instruction
  • Identify and evaluate current EB/Bilingual research, content knowledge, trends and communicate to internal and external audiences as appropriate
  • Extensive knowledge of and expertise in English language acquisition, building academic vocabulary, and high-yield instructional strategies for EB students
  • Facilitates needs assessment processes with district and site teams, assists campuses in conducting EB data analysis, identifying improvement strategies, preparing reports, and evaluating EB and dual language immersion program effectiveness
  • Lead a process for evaluating, selecting, and adjusting instructional resources and curriculum guides to support instruction of Bilingual/Dual Language, LOTE, and English as a Second Language
  • Provide timely and quality service to principals and teachers to ensure EB/Bilingual standards are integrated with district curricula and is implemented with fidelity
  • Oversee the development, implementation and evaluation of pre-service and in-service training programs for Bilingual/Dual Language, LOTE, and English as a Second Language personnel
  • Ability to plan a comprehensive and integrated professional development program for EB and Bilingual Education
  • Manage partnerships with professional learning providers that result in high-quality training for EB/Bilingual teachers and principals
  • Establish clear outcomes to measure the success of training provided by professional learning providers
  • Communicate district curriculum, instructional practices, district accomplishments, and goals to all stakeholders
  • Ensure that Bilingual and ESL student records are maintained according to state and federal regulations/standards
  • Ensure compliance with state and federal law for the continuous identification of eligible English Language Learner students in need of services
  • Oversee and guide LPAC compliance procedures and oversee the LPAC folder auditing process
  • Oversee training for LPAC administrators on the state and federal requirements to ensure compliance with LPAC record keeping.
  • Plan and lead in collaboration with principals and departments to develop clear and coherent support for schools that strategically aligns to the districts' mission, vision, and goals
  • Actively seek and utilize evaluative feedback with appropriate administrative staff, subordinates and immediate supervisor regarding job performance
  • Establish and maintain an environment, which is conducive to positive staff morale and directed towards achievement of the district's mission, values, and goals
  • Project a positive image to the community
  • Monitor curriculum updates from TEA and communicate to internal and external audiences as appropriate
  • Train, support, supervise, and evaluate personnel
  • Develop, manage, and direct the department's annual budget in a fiscally responsible manner that supports the initiatives, priorities and goals of the department, division, and district
  • Review and propose policies and procedures related to Bilingual/Dual Language, LOTE, and English as a Second Language programs
  • Assists in recruitment and placement of bilingual and ESL teachers and is effective in interviewing, selecting, and orienting new staff
  • Perform other duties as assigned

WORKING CONDITIONS:

Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem-solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel. Occasional prolonged and irregular hours.

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
