The Refugee Employability Programme is a new initiative that offers enhanced support to defined cohorts of legally recognised refugees in the UK. Starting in July 2023, the programme will provide tailored support for each participant focussed on gaining sustainable employment. The programme includes delivery of employability-focussed English to Speakers of Other Languages (ESOL) tuition for some of the cohorts.

As ESOL Delivery Manager, you will be responsible for the effectiveness and quality of the ESOL component of the Home Office Refugee Employability Programme. You will ensure that Palladium provides an excellent service to our customers which is compliant with client requirements relating to ESOL.

Your responsibilities will include:


Set up and organise the delivery of ESOL provision, working with suppliers, partners, AEB providers and internal team members to ensure that there is the required capacity to deliver employability-focussed ESOL support for service users.
Ensure that there are effective processes in place to manage the timetable of provision, support assessment and referral, record and manage attendance in relation to ESOL provision.
Develop employability focused curriculum and resources as required.
Provide coaching to Case Managers to develop their skills in supporting service users whose first language is not English.
A small proportion of your time may be spent on direct delivery of ESOL support to small groups of services users, but the primary purpose of the role is to ensure that Case Manager, suppliers and partners are all working effectively together to support service users.
Oversee the delivery of ESOL support; monitor and manage the quality of the provision. Work with the Quality Manager to address any areas for improvement.
Accurately forecast attendance and support requirements monthly, and proactively ensure contract compliance by addressing any shortfalls in capacity.
Work closely with the Delivery Manager and Partnerships Manager to ensure there is a common understanding of respective areas of responsibility and any overlapping areas are carefully managed



Required


Experience in a responsible management position teaching and organising learning in the UK, with remote or geographically dispersed customers and teams
Experience in delivering ESOL support to adult learners to meet contractual performance targets or SLAs
Experience in launching new support programmes, including the early phases of office set-up, recruitment, and service stabilisation
Experience of developing structured and targeted programmes of virtual and face-to-face learning
Strong influencing and engagement skills, with experience of building lasting and effective working relationships with a wide variety of external stakeholders
A level of independence and professionalism to take the lead as needed
An ESOL, TEFL or equivalent qualification


Desirable


Leadership of a team in the field of employability, integration, refugee support or English for Speakers of Other Languages
Exposure to the challenges experienced by refugees or asylum seekers, or personal lived experience
Knowledge of languages including Amharic, Arabic, Albanian, Bengali, Dari, Farsi, Hindi, Pashto, Spanish, Tigrinya, Urdu or Yoruba

Location and compensation

This is a hybrid role covering a large operational geography. You will be expected to work from a Palladium office a minimum of three days a week, with the expectation of regular travel to meet partners and support team members. Your base office with be in Southampton, and travel costs for larger distances to other locations will be reimbursed by Palladium.

Compensation: You will receive a salary in the range 30-35,000 GBP per annum, complemented by a comprehensive benefits package including private health insurance and up to 10% employer pension contributions.
