MAJOR FUNCTION: Provide leadership, assistance, and support to schools in the area of research-based instructional practices to ensure English language acquisition and to close the achievement gap of English Language Learners.
MINIMUM QUALIFICATIONS:
- Master’s degree from an accredited institution.
- Seven (7) years of education leadership, management, and supervisory experience.
- Proven experience successfully managing multiple business/department functions and staff in an upper-level leadership capacity preferred.
- Bilingual/biliterate in English and in a minimum of one (1) target language (Spanish, French, Creole, etc.).
- Valid Florida certification in educational leadership or related field.
- Certification/endorsement in English for Speakers of Other Languages (ESOL) or bilingual education.
ESSENTIAL JOB FUNCTIONS:
- Develop and revise District policies and procedures, in cooperation with District legal staff, for compliance with state and federal laws and regulations pertaining to English Language Learner (ELL) student education.
- Identify and investigate obstacles to attendance for the targeted population and secure additional resources to support program participation.
- In conjunction with the Chief Academic Officer, determine and acquire appropriate instructional materials.
- Develop and provide multilingual instructional services for second language acquisition.
- Assist Title III instructional coaches and the curriculum and instruction coordinator with the implementation of proven research based practices for ELL students to close the achievement gap.
- Plan and direct a system of feedback and assessment of school instructional progress to determine their responsiveness to the needs of the ELL population.
- Monitor schools for implementation of research-based practices for instruction and curriculum for ELL students.
- Develop and coordinate training for school-based instructors.
- Assist in providing technical assistance for schools with federal grants for ELL.
- Supervise federal Title III projects implemented in the District.
- Develop and manage budgets for dollars acquired through legislative action.
- Ensure compliance with all state and federal reporting requirements.
- Supervise a team of District instructional coaches for a learning community and serve as the liaison between the learning community and the Chief Academic Officer.
- Deliver speeches and hold special program promotions for local clubs and community organizations to promote awareness and collaboration with local agencies and businesses.
- Develop and administer the departmental budget.
- Supervise and evaluate departmental staff.
