Summary:                                                                                                              

The C5 + ONE (Opening Networks through English) Program Director will serve as key personnel on this new project that supports English for special purposes (energy and the environment) for young professionals throughout Central Asia.  They will be the primary liaison with PAS sections in the region and provide overall leadership and project management of the program.

 

Responsibilities:

  • Provide overall leadership, management, and technical direction for the project;
  • Ensure an integrated vision and strategy among different components and actors;
  • Serve as point of contact for Public Diplomacy Sections of U.S. embassies, and other sections as necessary, and coordinate with American Councils country leadership;
  • Coordinate curriculum adaptation and regular updates using material relevant to learners from energy and environment sectors;
  • Supervise 10 director reports – five lead teachers, three American resource teachers, and co-supervise the M&E Officers as well as the D.C.-based Senior Program Officer who has an additional 13 direct reports;
  • Oversee administration of the project and fiscal management to ensure all activities and expenditures comply with both American Councils and PAS policies;
  • Manage a team of local and international staff; design and deliver training and mentoring;
  • Lead the preparation of strategic plans, work plans and budgets, and staffing plans to meet teaching demands in multiple locations;
  • Perform regular spending and budget analysis; monitor all outgoing and incoming funds;
  • Oversee the monitoring and evaluation of project activities against targets and preparation and submission of narrative reporting;
  • Represent American Councils and project in individual consultations, public appearances, program orientations, funder meetings, and meetings with potential/existing partners; and
  • Facilitate regional networking within the energy and environment field.

Qualifications

  • Bachelor’s degree or higher from a U.S. institution, preferably related to international development, education, TEFL/TESOL, management, energy or the environment;
  • Strong project management and team-building skills; experience overseeing people, projects, and events;
  • Proven high level of maturity and understanding of work in a politically sensitive context;
  • Demonstrated effective organizational, planning, and budgeting skills, attention to detail, and ability to manage multiple project elements simultaneously;
  • Demonstrated skills in teaching, student advising, and developing curricula;
  • One to three years of experience supporting development projects, including budgeting, monitoring, evaluation and reporting, and working with grantees and consultants;
  • Confident networking ability and demonstrated track record of creating and maintaining productive working relationships across government, private sector, and academia;
  • Propensity for mentoring; Effective communication and interpersonal skills;
  • Excellent writing and reporting skills; Professional fluency in English in both written and oral communication required, Central Asian language/s and/or Russian a plus; and
  • Study, work, or extensive travel experience in Central Asia; and
  • Ability to obtain a visa to live and work in Kyrgyzstan.
