Qualifications:

  1. Master’s Degree required.
    • Major in TESOL
    • Major in Bilingual Education
    • Major in Ed Leadership with PreK-12 Administrative Certificate
  2. Five or more years of administrative experience including school and/or central administration experience at a director, principal or executive level. Successful experience working with English Learners and/or Dual Language Instruction in an urban school district.

Summary

When Reporting directly to the Chief Academic Officer, the Executive Director of Emergent Bilinguals will support the educational performance and financial stability of the District by providing strategic, forward thinking, and visionary leadership for the Office of Emergent Bilinguals and the Newcomer Academies team members. The Executive Director will monitor and utilize data systems to meet state and federal mandates. The Executive Director of Emergent Bilinguals will also lead and direct the efforts of the team in the Office of Emergent Bilinguals to provide exceptional customer service to internal and external constituents. The Executive Director of Emergent Bilinguals will serve and provide counsel as a member of the Superintendent’s Executive Leadership Team.
 

Essential Duties and Responsibilities

  1. Administer, supervise, and coordinate the day to day operations for the development and activities of the Office of Emergent Bilinguals and all related activities to ensure high quality performance.
  2. Lead, support, and supervise the Emergent Bilingual Department Team to integrate and align their duties with the organization’s expectations for behavior and performance.
  3. Develop, implement, and monitor a documented emergent bilingual philosophy, system, and operation aligned with the
    1. US Department of Education’s regulations for English Learners.
    2. Pennsylvania Department of Education’s mandates for English Learners.
    3. Allentown School District’s Board of Directors’ Policies relating to emergent bilingual students.
    4. District’s management of assessments and assessed curriculum for emergent bilingual students including annual WIDA, ACCESS, and alternate assessments and LAS Links benchmark and progress monitoring in collaboration with the Office of Accountability and Student Registrar.
    5. Title III Grants as part of the district consolidated Title I Application

  1. Refugee Grants Allentown School District students enrolled in Migrant Education program. Adherence to Federal, State, and Local Laws Pertaining to Emergent Bilinguals including, but not limited to, PA School Code and Local Agency Law Collection, Verification, and Submission of Data for Local, State, and Federal Reporting.
  1. Regularly meet with the Director of Newcomer Academies, Office of Emergent Bilingual: Supervisors of Instruction, and Facilitators to disseminate information and offer annual professional development opportunities on programmatic and compliance matters related to emergent bilingual students as well as Title III support. Prepare and represent ASD’s position regarding emergent bilingual students before legislative and regulatory decision makers. Monitor language acquisition and academic progress of emergent bilingual students Collaborate with other emergent bilingual programs and experts to advocate for improving and expanding services for emergent bilingual students with disabilities through Title I, Gifted and Talented, IB, and AP programs and other initiatives for emergent bilingual students. Provide information and data to the Superintendent’s Cabinet and Board of Directors to inform decisions impacting emergent bilingual students. Prepare data analysis and intervention strategies regarding emergent bilingual students for the Superintendent’s Cabinet and/or Board of Directors. Formulate and recommend Board policies pertaining to Emergent Bilinguals for the Deputy Superintendent/Chief Academic Officer’s review and possible presentation to the Board Policy Committee. Advise the Deputy Superintendent/Chief Academic Office regarding the Office of Emergent Bilinguals staffing and general administrative concerns. Diagnose emergent bilingual organization issues and determine root causes to develop recommendations and intervention action plans. Collaborate with the Office of Talent and Team Experience team members to recruit and retain emergent bilingual team members. Solicit feedback from school team members and students for the development and/or improvement of emergent bilingual programs. Develop and monitor a budget that adequately meets personnel and program needs. Oversee Title III budget as well as participate in the development of the district’s ESSA consolidated plan. Communicate and collaborate with community and civic groups, institutions of higher education, and community-based agencies which serve emergent bilingual students to promote the development of education services for families of students with the Division of Family Engagement Collaborate with community and civic groups, institutions of higher education, and community-based agencies to advocate for improving and expanding education services for emergent bilingual students. Collaborate with the Office of Curriculum and Educator Supports for equitable participation of emergent bilingual students and teachers in all district curricular activities. Collaborate with other central office departments and offices to meet the needs of emergent bilingual students. Research and make recommendations for the development and implementation of a district dual language program. Perform such other tasks and assumes such other responsibilities as may be assigned or delegated by the Deputy Superintendent/Chief Academic Officer.
