Position Summary
Is this position exempt from overtime pay?

Coordinates and assists with design and implementation of the county's programs for language minority families with the goal of developing and maintaining connections between home and school. Provides supervision and professional development for bilingual family and community outreach facilitators.

Essential Duties & Responsibilities

1. Designs, coordinates and facilitates workshops and informational meetings for language -minority families to ensure equal access to information and resources about school system services, policies, and academic activities.
2. Manages and allocates Title III-A funds for family and community outreach programs.
3. Develops curriculum and coordinates implementation of the International Parent and Community Leadership Academy, a parent focused workshop.
4. Develops and maintains relationships with agencies and providers that serve immigrant communities to coordinate services for ELL students and their families.
5. Produces and/or hosts TV programs for AACPS-TV bi-monthly, responsible for the content delivered on each show.
6. Recruits, trains and provides leadership to AACPS bilingual family/community outreach facilitators.
7. Supervises and rates the performance of the county's itinerant bilingual family/community outreach facilitators.
8. Provides in-service, as requested, to school staff on cultural sensitivity and effective ways to involve language minority families in the education of their children.
9. Establishes and maintains an interpreter bank; develops, coordinates, and facilitates training of volunteer or contractual interpreters/translators.
10. Coordinates the translation of forms and documents including their publication and dissemination.
11. Stays current with trends and research on the involvement of language minority families in the education of their children; provides information to stakeholders as needed.
12. Maintains awareness of ESOL instructional programs and assessments.
13. Serves as a representative on a variety of committees such as Anne Arundel County of Council of PTAs and Maryland ELL Family Involvement Network (MELLFIN).
14. Partners with community representatives to provide support programs for ELL students (i.e. Hispanic Youth Mini-Symposium, International Student College Fair, & RAISE Summer Camp).
15. Works with the Office of School & Family Partnerships to provide support for all of their programs and initiatives in order to ensure equal access for language minority families.
16. Collaborates on a regular basis with school-based and central office personnel.
17. Update procedures maximizing the use of technology to increase efficiency.
18. Perform other duties as assigned.

Minimum Qualifications

Education
• Bachelor's degree from an accredited college or university in a language other than English, TESOL (Teacher of English for Speakers of Other Languages), Counseling, Human Relations/Cross-Cultural Relations, or other related field. Master's Degree preferred.

Experience
• Five years progressively responsible experience working with language-minority children/families.
• Leadership experience in an educational setting preferred.
• Experience developing and/or presenting workshops.

Knowledge, Skills, and Abilities
• Fluency in a language other than English (Spanish preferred) highly desired but not required.
• Knowledge of adult learning theories, management principles and teaching methods /techniques.
• Ability to relate effectively with professional colleagues, staff, students, and parents.
• Demonstrated ability to effectively work and provide excellent oral and written communication with diverse populations.
• Excellent organizational skills.
• Ability to exercise considerable patience, courtesy, tact, and good judgment in working with students, teachers, administrators, fellow employees, and parents.
• Demonstrated proficiency with business technology applications (e.g. Microsoft Office Suite-Word, Excel, Outlook and/or PowerPoint preferred).

Licenses/Certifications
• Eligibility for a Maryland Certificate as a teacher of ESOL and/or Administrator I is highly desired, but not required.
• Possess a valid Motor Vehicle Operator's license and have daily access to a vehicle.
