DIRECTION SETTING



* Work with the Regional and KTX Academic Teams to develop a shared understanding and common language of our ESL/Bilingual Program.

* Work with the KTX and Regional Academic Teams to set shared student achievement goals for our students who are English Learners, including targets for the number of students we want to exit ESL each year depending on elementary or secondary students.



IDENTIFICATION, PROGRESS MONITORING, AND EXITING OF ENGLISH LANGUAGE LEARNERS



* Ensure English Language Learners are accurately identified upon their entry into KIPP. Develop common systems for identifying ELs (including processes for gathering information from previous schools), teach those systems to appropriate school staff, and ensure the systems are implemented with fidelity. Support campus LPAC Coordinator at the beginning of year on BOY EL identification processes.

* Train and support schools in administering the OLPT assessment to students, once schools attain home language surveys.

* Ensures each school maintains an accurate and updated roster of ELs and that ELs are identified appropriately within their SIS. Sends and audits ongoing PEIMS reports.

* Systematically audits language folders across schools once in the fall and once in the spring in order to ensure accurate documentation.



PROGRESS MONITORING



* Support all KIPP schools to effectively monitor the progress of English Learners. Develop common systems for progress monitoring and organization of documentation, teach those systems to appropriate school staff, and ensure the systems are implemented with fidelity.

* Ensure standardized assessment data (OLPT, MAP, STAAR, TELPAS) is collected, analyzed, and used to inform the teaching of ELs. Provide direct support to schools in the use of assessment data to inform the teaching and learning of ELs.



ASSESSMENT



* Collaborate with each schools CTC to facilitate TELPAS at each school.

* Provide administrative training to CTCs to deliver to campus raters/ verifiers.

* Provide structures for test administration along with the support of the State and Regional DTCs.

* Oversee proper teacher training completion and test security provided by the CTCs.

* Work with regional and school DTC/CTCs to ensure strong processes for EL student supports on STAAR



PLACEMENT AND EXITING



* Ensure all KIPP schools complete proper end of year assessments of ELs, provide training and support on the required placement or exit notification to parents of ELs.

* Develop common systems for ongoing placement and exiting of ELs. Teach those systems to appropriate school staff, and ensure the systems are implemented with fidelity.



TRAINING AND SUPPORT OF TEACHERS AND ESL LEADS



* Attend TEA Regional and other applicable trainings to support KIPPs alignment with compliance and best practices.

* Develop a school-year calendar of all EL/ESL responsibilities and dates for key events, identify owner for each responsibility.

* Regularly meet with Campus LPAC Coordinators/ interventionists individually and as a group to support their work at each school - bi-weekly individually, and once a month whole group (depending if role is not hybrid)

* Design systems for Campus LPAC Coordinators to execute that will minimize the workload and ensure consistency across KIPP.

* Provide professional development (directly or in a train the trainer format) for instructional staff, including school administrators and teachers.

* Develop a scope and sequence of recommended EL/ESL professional development, and identify target audience for each topic or session; topics should include but are not limited to: Effective implementation of the English Language Proficiency Standards (ELPS) into lesson planning, identifying and using appropriate interventions, accommodations, and scaffolds for struggling ELs, and the use of the Proficiency Level Descriptors (PLDs) to monitor and evaluate the progress of language proficiency in ELs.

* Support KIPP teachers in acquiring required ESL certification with the support of the HR and talent teams (i.e., communicate with HR point people to streamline the certification process, developing study guides for certification tests, tracking progress toward certification for KIPP teachers, etc.)

* Provide ESL assessment (TELPAS, OLPT) training in a train the trainer model to campus testing/ESL coordinators; then participate in the assessment of students at campuses as needed.

* Provide support to Campus LPAC Coordinators and instructional coaching on ELPS and Sheltered Instruction for targeted/ prioritized teachers on each campus, as well as co-observations with school administrators. Coaching may include: observation and feedback (live or video), lesson co-planning, and/or data analysis and planned intervention



MANAGE ESL COMPLIANCE ACROSS REGION



* Compile/Create all necessary ESL compliance documentation for the district

* Create Bilingual Exception and ESL Waiver as needed and/or develop a plan and program model for building an effective ESL program.

* Audit PEIMS data for all campuses and support the Operations/Data team for submission to the state.

* Verify all TELPAS data for submission (at end of testing window)

* Help develop PBMAS documentation and action plans as necessary

* Audit EL langage folders to meet state expectations and support schools to complete compliance action steps once a semester.

* Create and Finalize ESL Program Manual for approval by KTX ESl Program Director.

* Help support, create and report the End of Year Program Evaluation for district to the board

* Collaborate and provide input on title iii/ state LEP funds based on EL needs assessment with KTX administration.

* Develop and implement plan for ESL summer school program for required grade levels (Pre-K/K)



SERVE AS MEMBER OF THE REGIONAL ACADEMIC TEAMS



* Participate in Regional Academic Team meetings that set and oversee the strategy for teaching and learning for the entire organization with a focus on EL instruction.

* Develop and create a vision, comprehensive plan, and growth goals as it relates to the actions of schools to support ELs and meet compliance requirements

* Collaborate with other members of the Academic Team in person, on the phone, face-to-face, and at meetings

* Advocate for ELs and follow up on decisions made by the Academic Team, working with the Regional Academic Team and School Leaders to ensure implementation

* Attend and participate in external meetings/professional development related to KTX EL student achievement.

* Assist the Academic Team in completing other tasks related to teaching and learning of ELs.

* Ensure that leadership teams, and campus coordinators are supported with EL data integration, analysis and action planning.
