Primary Purpose:

Direct, coordinate and monitor the district's compliance efforts with Bilingual/ESL programs and work with Pre-K to 12 principals, Coordinators, teachers, para-professionals, and other school administrators to enhance the achievement of English Language Learners.



Qualifications:

Education/Certification:

Bachelor's degree in education, Master's degree preferred



Special Knowledge/Skills:

Knowledge and understanding of Chapter 89 compliance
Knowledge of Bilingual and ESL program models including Sheltered Instruction
Knowledge of curriculum design and implementation
Strong organizational, communication, and interpersonal skills
Ability to evaluate instruction programs and teaching effectiveness
Ability to develop and deliver training to adult learners


Experience:

At least 3 years of administrative experience preferably in the field of Bilingual Education

At least three years of teaching and progressively responsible experiences in educational settings.

Prefer specialized training in bilingual education.



Essential Job Functions:

Implement procedures and coordinate the process to identify bilingual students at all grade levels districtwide, including review of student data and testing of students
Develop and revise bilingual curriculum as needed
Assist teachers to develop and provide bilingual students with appropriate course work through curriculum modification, acceleration, etc
Develop and conduct or arrange for staff development sessions, including sessions on various instruction methods, enriched learning in classroom settings, and methods for identifying bilingual students
Develop and coordinate a continuing evaluation of the bilingual program and implement changes based on the findings
Provide resources and materials to support staff in accomplishing program goals
Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding bilingual students
Plan and conduct parent meetings, including parent advisory committee meetings
Administer the bilingual budget and ensure that programs are cost effective and that bilingual funds are managed effectively
Compile budget and cost estimates based on documented program needs
Participate in grant-writing activities to obtain program funding
Lead each campus in the selection of a Campus LPAC Coordinator and an LPAC Administrator
Hold monthly LPAC Coordinator meetings
Provide support to LPAC Coordinators and committees
Oversee/monitor campus LPAC meetings to ensure compliance
Oversee the district in the testing requirements, identification, instructional placement, monitoring, interventions, state testing requirements and exiting of ELs
Monitor student instructional placement to ensure that student program participation (bilingual, ESL) is in compliance
Monitor teacher certifications for bilingual & ESL certifications
Facilitate ESL Academy trainings for teachers needing ESL certification
Determine annually if the district is required to apply for Bilingual Exceptions/ESL Waivers through TEA Investigate teacher certifications, complete and submit waiver as required
Monitor student enrollment, LPAC dates, and coding and notify campuses not meeting the 4 calendar-weeks EL-identification requirement
Work with PEIMS dept to ensure that coding is being accurately reported and work to improve systems (coding for EL, At-Risk, Title III, Years in US Schools, etc)
Work with campus registrars to ensure that they understand coding requirements, Home Language Survey collection requirements, instructional placement requirements and LPAC folder documentation requirements
Hold 3 times per year annual audits of student LPAC folders to ensure the collection of required documentation for ELs and Monitor students
Manage Title III budget
Complete Title III Application and Title III Compliance report
Inventory and order both OLPT assessments and required Norm-Referenced assessments
Monitor classroom instruction to ensure program models are being followed and students are appropriately instructed according to their EL program participation
Maintain up to date LPAC paperwork for campus use
Lead middle school and high school Newcomer programs
Provide PD in LPAC and instructional practices
Work with teachers to ensure that they know who their ELs are and how to meet the specific affective, linguistic and cognitive needs
Work with the Dept of Accountability & Data Analysis to manage the TELPAS program
Ensure that all ELs participate in the appropriate required state assessments (TELPAS, STAAR, TAKS) with the appropriate accommodations as determined by LPAC
Facilitate the required EL summer school program to ensure compliance with requirements
Continuously monitor EL numbers to determine when a Vietnamese/English bilingual program or other language programs will need to be established
Recruit and support highly qualified bilingual and ESL teachers


Supervisory Responsibilities:

Specialists and functional supervision over district Bilingual/ESL teachers

The employee may spend long hours in intense concentration which requires attention to detail. There are a number of deadlines associated with this position, which may cause significant stress. The employee must also deal with a wide variety of people on various issues. Regularly perform multiple, highly complex, tasks with a need to periodically upgrade skills in order to meet changing job conditions and compliance with legal guideline. Flexibility is required to independently work with others in a wide variety of circumstances and integrating into different school environments. Occasionally work prolonged and irregular hours.

Salary Range: 78,553 - 94,075
