Job Description:

The Managing Director of the Center for English Language and Orientation Programs (CELOP) is the chief administrative officer for the Center, responsible for leading all aspects of CELOPs mission. As part of BU Global Programs and reporting to the Vice President and Associate Provost (VP/AP) for Global Programs, the Managing Director provides leadership for all the activities of the Center, including strategic planning, academic program development, and delivery, business development, finance, operations, external relations, marketing and recruitment, enrollment management, and student services.

Leadership, Strategic Planning, and Implementation 

  • Ensure the active enhancement and implementation of a vision and strategic plan for CELOP which are aligned with the goals of BU, Global Programs, and market demands.
  • Lead CELOP faculty and staff to execute the Centers mission and high professional standards as required by The Commission on English Language Program Accreditation, and regularly review the mission to ensure competitiveness and market alignment.
  • Lead the effort to identify and develop CELOP partnerships internal and external to BU, and supervise the work of the Associate Director of Business Development and the Associate Director of Academic Programs.
  • Be responsible for all aspects of external program development and management to ensure appropriate alignment with BU, Global Programs, and CELOP goals and desired outcomes. Oversight will include cultivating relationships and negotiating with service providers, sponsoring agencies, and partners within the industry; assessment and prioritization of business opportunities; understanding the commitment of resources vital for sustained success; short- and long-term enrollment management; as well as assessment and evaluation of the academic and financial success of CELOP programs.
  • Assess and regularly report to the VP/AP for Global Programs on industry trends and competitive landscape and make recommendations on areas of development; including ensuring regular data reporting, review, and analysis.
  • Develop program contingencies or alternatives to anticipate constantly evolving international markets, including but not limited to expansion into new markets and new forms of content delivery.
  • Serve as a representative of Global Programs CELOP on BU-wide committees. 

Academic Program Development and Delivery

  • Oversee the curriculum, the work of the Associate Director for Academic Programs, and relevant faculty and staff, to ensure appropriateness, rigor, and delivery of academic content.
  • Support program development and delivery through collaborations with BU schools/colleges and administrative offices, and with U.S. and international organizations, academic institutions, and corporate entities.
  • Oversee the development and implementation of academic assessments and reviews, including learning outcomes, to ensure desired goals are achieved; Assess the academic success of students and recommend improvements as needed.
  • Ensure program compliance with all academic policies and procedures of Boston University and accreditation standards

Finance and Operations

  • Supervise and work with the Associate Director of Business Development to establish both short and long-term enrollment goals as part of CELOPs strategic plan and budget, and evaluate operational needs to meet those goals.
  • Communicate these targets regularly to the admissions teams and VP/AP for Global Programs, and evaluate progress regularly.
  • In close collaboration with the Global Programs Finance and Administration team, oversee CELOPs operating budget and develop and review current and long-term financial plans.
  • In close collaboration with the Global Programs Operations team, develop and review CELOPs business processes per goals established as part of the strategic plan.
  • Analyze and make annual tuition and fee recommendations based on market research and financial analysis.
  • Review and approve monthly expense reports of direct reports before submitting them to the Global Programs Finance and Administration team.
  • Work with the Office of the General Counsel to create and review general contracts with partner institutions, sponsors, and others that provide services in support of the programs.
  • Ensure compliance with The Commission on English Language Program Accreditation requirements and lead reaccreditation process when appropriate; Ensure comprehensive and efficient admissions systems and procedures are in place for efficient results.
  • Identify and assess internal and external issues that affect CELOP operations, including academic and financial matters, and regularly inform the VP/AP for Global Programs of these matters.
  • Coordinate the operational needs of CELOP as they relate to office space, technology, equipment, and other administrative functions
  • Submit a report at the end of each semester outlining key performance indicators, financial performance, enrollment, and staffing projections to the VP/AP for Global Programs. 


  • Provide leadership and motivation for instructor and staff growth and development.
  • Oversee and lead the administrative hiring and academic appointment process.
  • Develop, expand and nurture a network of ESL instructors who could be essential to the success of the program depending on enrollment.
  • Work closely with BU HR Director of Labor Relations to ensure Part Time instructors are properly hired and employed.
  • Supervise staff and any other 3rd party that may be added in support of the organization, including performing annual performance appraisals, hiring, training, disciplining, and dismissing staff, as appropriate.
  • Work on all staffing needs and issues with BU and Global Support HR teams respectively.
  • Implement human resource policies, procedures, and practices per BU policies and CELOP procedures; and analyze and forecast staffing needs in accordance with the strategic goals. 

Marketing & Communications

  • Oversee the development of and execute a marketing plan, which identifies CELOPs unique value proposition, creates consistent messaging for the organization, establishes content channels and a distribution strategy, attains market insight and data, and provides a way to measure a return on investment.
  • Participate in and contribute to the University’s effort to publicize CELOP, including through on- and off-campus outreach.
  • Foster alumni relations with graduates of CELOP programs; and ensure the integrity, accuracy, and professionalism of all CELOP promotional content and messaging including publications and digital properties. 

Student Life, Health and Safety 

  • Work with the Dean of Students Office, Residential Life, the Global Programs Global Support team, Risk Management, and other appropriate BU administrative units to support students, faculty, and staff to ensure the health, safety, and security of students, and in particular as it concerns hosting international students in the US.
  • Liaise with students when needed throughout the semester, in particular when students face particular challenges in their CELOP program.

Required Skills

  • Minimum of a Master’s degree or equivalent in communication, education, business administration, or related field
  • Minimum of 5 years’ experience of demonstrated leadership in the ESL industry, with program management and business development experience
  • Minimum of 3 years of experience in higher education and office management, with supervisory experience and remote learning experience, strongly preferred; and 
  • Proven ability to manage people and projects effectively; must be able to multi-task and manage competing priorities.
  • Strong vision and passion for team building and driving organizational growth. 
  • Knowledge and experience in a global business setting and an entrepreneurial self-sustaining organization are preferred. 
  • Must have excellent managerial, communication, and organizational skills in a cross-cultural environment, the ability to work cooperatively with administrators, faculty, students, and staff on- and off-campus; the ability to think and plan strategically, communicate professionally and clearly in writing and orally.
  • Certificate training in TESOL or ESL preferred.
