MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: To advance TEA''s mission of improving outcomes for all public-school students, the Charter Portfolio Coordinator will support a sub-set of the Texas Charter School Portfolio and apply charter authorizing best practices in the oversight of charter growth, renewal, governance, revocation and closure. The Charter Portfolio Coordinator will become knowledgeable on all aspects of charter portfolio oversight including academics, finances, operations, and governance using data, including the Charter School Performance Framework (CFPF), to make strategic decisions and recommendations. The Charter Portfolio Coordinator performs advanced consultative and technical work related to agency educational programs and works under minimal supervision with considerable latitude for the use of initiative and independent judgment. The Charter Portfolio Coordinator reports directly to the Portfolio Manager.

ESSENTIAL FUNCTIONS:

  • Become knowledgeable in the laws, regulations, and policies governing Texas charter schools especially relating to growth, governance, performance monitoring, renewal, and revocation or closure.
  • Gain expert level knowledge related to academic/educational designs, academic and financial performance, organizational and governing structures, and goals/objectives of a subset of the Texas charter school portfolio.
  • Administer thoughtful and rigorous processes to monitor a sub-set of the Texas charter portfolio.
  • Collaborate with the Portfolio Management Team and division members to make data-driven decisions and recommendations regarding growth, performance monitoring, governance, renewal, and possible revocation of charters within the micro-portfolio.
  • Implement strategies to improve sector performance using charter school authorizing best practices, tools, and processes.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university. An advanced degree or major course work in a field relevant to the assignment is generally preferred.

Experience: At least 4 years of experience in one or more of the following areas: project management, state programs or formal leadership in the field of public charter schools or ISDs.

Substitutions: An advanced degree may substitute for two years of required experience.

OTHER QUALIFICATIONS:

  • A Texas teaching or mid-management certification or law degree is preferred;
  • Knowledge of state, and federal laws and regulations relating to public education, including both the Texas Education Code and Texas Administrative Code;
  • Understanding of curriculum requirements, specifically, knowledge of general education, special education, bilingual/ESL education, gifted and talented education, as well as high school graduation requirements;
  • Experience developing project management systems and processes for tracking large projects;
  • Understanding of charter school operations, academic and financial accountability requirements, and charter school governance;
  • Experience presenting in formal settings and fielding questions;
  • Excellent oral and written communication skills;
  • Strong prioritization, time management and organizational skills with the ability to manage multiple projects at once and meet deadlines;
  • Skill in gathering, assembling, evaluating factual data, and preparing clear and concise reports and exhibits using Microsoft Office applications to communicate findings;
  • Strong desire and ability to gain expert-level knowledge of the charter school program and keep apprised of national charter authorizing trends;
  • Effective problem-solving skills with the ability to identify problems, evaluate alternatives, and implement effective solutions;
  • A professional demeanor and positive attitude to foster effective working relationships with internal and external constituents; and
  • A desire to self-reflect, give/receive feedback and continuously improve.
